The Governor of Hong Kong to the Secretary of State for the Colonies. (Received, Colonial Office, 11.28 a.m., 14th March,

1914).

My despatch of the 30th January Confidential owing to mutual distrust of Hong Kong and Canton merchants and want of confidence of both in the Kwantung Government negotiations for domestic loan are abortive. Serious complications must ensue unless steps are taken imediately to relieve financial strains of Avantung Government. Most urgent necessity is to rehabilitate Canton note issue. With this object it is suggested by Hong Kong and Shanghai Bank that advance for redemption of notes be made by group of Banks Canton from the re-organisation loan funds. No control is involved but only supervision
